7 matches. The arithmetic never changes: every match eliminates exactly one team, and to be left with one champion you must eliminate the other 7. So a 8-team knockout is 8 − 1 = 7 matches, and no arrangement of the draw can make it more or fewer. Add a third-place playoff and the total becomes 8.
8 is a power of two, so the bracket fills perfectly: no byes, every team plays in round one, and each round halves the field cleanly all the way to the final.
